Courter has experience in all phases of business transformation and change management. He has led major defense agencies, consistently improving the efficiency, productivity, and customer satisfaction of each. He is especially skilled in strategic planning and implementing commercial business practices in government organizations all while transforming human, financial, technology and capital infrastructure resources, and processes. Courter has made numerous speeches and presentations to the U.S. Air Force and the U.S. Department of Defense leadership, including Air Force Materiel Command, the Air Force Board and Council, the Undersecretary of Defense for Personnel and Readiness, the Deputy Secretary of Defense, the Chief of Staff of the Air Force, and large conferences of the American Logistics Association and the Society of American Military Engineers. He has also testified on three consecutive occasions before the Morale, Welfare, and Recreation Panel of the House Armed Services Committee.
