David R. Gehr provides strategic marketing guidance and technical expertise on highway pursuits and projects for WSP USA. He is responsible for strengthening the firm’s highways portfolio in the Americas by managing marketing and business development activities, fostering collaboration across the firm, and exploring potential opportunities with industry partners. Before joining WSP, Mr. Gehr held a variety of executive positions at the Virginia Department of Transportation (VDOT) from 1971 to 1999 including District Engineer for Northern Virginia, Director of Operations and Assistant Commissioner for Operations. In 1994 he was appointed Commonwealth Transportation Commissioner until his retirement in 1999. As Commissioner one of his top priorities was to continue aggressively pursuing transportation technologies that would put Virginia in the nation’s forefront of improving traffic mobility and safety. Other top priorities included improving customer service, increasing the department’s focus on strategic planning, continuing to expand employee involvement in the problem-solving and decision-making processes, and ensuring continuous quality improvement throughout the department.
Prior to joining VDOT Mr. Gehr served as a commissioned officer in the United States Army. He has held leadership positions in several industry organizations, including the American Society of Civil Engineers (Chair, Transportation Policy Committee); Institute of Transportation Engineers (Advocacy Committee, Ethics Committee); American Road and Transportation Builders Association (Northeast Region Vice Chairman, Executive Committee, Board of Directors, Planning and Design Division, AASHTO-AGC-ARTBA Joint Committee); Virginia Transportation Construction Alliance and TRIP.
Mr. Gehr received a B.S. degree in civil engineering from the Virginia Military Institute and has done graduate work in transportation planning and systems engineering at George Washington University and Virginia Tech and is a member of Tau Beta Pi national engineering honor society.
